SCLA Annual Meeting 1/25/2010
On Monday, January 25th, 2010 the SCLA Annual Meeting was held at the Sunset Canyon Baptist Church. All board members were present: Weldon Jarrett, Teresa Carbajal Ravet, Ben Fletcher and Debbie Rothschild. There was a record breaking 100 people in attendance!!
Welcome
Weldon began the meeting by welcoming everyone.
Teresa then introduced Jim Millard gave an update on the Headwaters development situation. The property was originally sold about 5 years ago with the intention of developing a planned master community. The property was sold again to Masonwood Properties about 2 ½ years ago. The original owners of the property continue to own the commercial property along Hwy 290. There are no active plans in the works at this time for the property. 300 acres at the back of the property is planned as a space for Boy Scouts and 3/4 of the land is to be dedicated as parkland.
Guest introductions
Teresa introduced Constable Ron Hood who explained his duties. He is an elected official to serve a 4-year term. His duties include responding to emergencies, accidents, giving citations, investigations. There are also two deputies. Additional duties include serving civil papers for the courts (which is 80% of their responsibilities. They can also assist with car and home lockouts, funeral escorts and provide notary services. They will also drive by homes by request of homeowners who may be out of town. They are located at 195 Roger Hanks Road. Phone number is (512) 858-7605.
Weldon introduced Linda Kinney with voter registration and encouraged people to talk to her if they are not yet registered of if they have a change of address.
N. Canyonwood Update
Phil Auldridge gave an update on the N. Canyonwood development. Two years ago, the property on N. Canyonwood was acquired by Ed Taddia. He announced his intention to build an auto repair shop. Many SCLA landowners opposing the building signed a petition. The owner removed the neighborhood sign at the entrance. In April, the owner met with several landowners and committed to 100% masonry on the building and $5,000 for reconstruction of the sign. A planning and zoning (P&Z) meeting was recently held with landowners (about 45) in attendance to protest the project. Bottom line is that the city has no power to enforce the deed restrictions since we are not in the city limits, and the property actually falls under the same deed restrictions as the residential properties. Another meeting was held with the County Council and Mayor Purcell concurred that they deed restrictions could not be upheld. State, County and city officials cannot uphold deed restrictions—only landowners can enforce them. This raised some discussion on how we as homeowners can enforce our deed restrictions. No answers for this.
Treasurer’s Report
Ben followed with a treasurer’s report. He mentioned that income from dues was a bit skewed because it included some 2008 dues (which explains why projected membership in 2010 is less). Debbie also pointed out that newsletter cost/postage should decrease as more people receive newsletter electronically. One person asked why the projected budget shows a negative amount of approximately $680 dollars. It was explained that our account has over $10,000 in it and that if necessary; the costs could be changed as necessary. The financial report was approved and the 2010 Budget was approved.
Elections
Nominations were taken from the floor for members at large: Cynthia Southerland and Mary Clarkson for Member-at-large one-year positions. Candidates were allowed to give a one-minute presentation.
Membership
Robert George stated that as of January 25, 2010, there were 148 members, of which 33 new members joined at meeting. Total number of voting members at the Annual meeting was approximately 68.
159 Nassour properties
143 Nassour lot owners of record. Of these Nassour owners 35 lots are paid for 2010. Leaving 108 unpaid Nassour lots.
Misc. Business
1. Thank you given to Weldon for serving.2. On Oakwood Drive, there is signage missing for the association and Neighborhood Watch
3. Members were encouraged to join SCLA Google Forum. Increase of 50% in landowners subscribing to Google Forum since neighborhood signs went up.
4. Members were informed that blue markers in road indicate where fire hydrants are.
5. Karen Ford can get us street address markers. Call Ford’s office for more information.
6. Problem with trash dumping in neighborhood
7. Board is responsible for addressing grieving neighbor complaints.

SCLA Annual Meeting 1/29/08
The Sunset Canyon Landowners Association held its annual meeting on January 29, 2008. 35 people were in attendance. The meeting was called to order by President Weldon Jarrett. Ben Fletcher dispersed copies of the financial report. The current balance is $7400 dollars. Ben talked about the expenses—postage for newsletter, newsletter, maintenance of entrances, etc.
Larry Miller reported that 9 houses/additions were submitted for review during the past year.
Gary talked about street signs that were down. If one is down or missing, he will report it for replacement to Karen Ford’s office. The same is true with potholes. Gary informed the landowners about a new business going up at the intersection of Canyonwood and HWY 290. The company agreed to work with us. Gary also explained to the landowners how we do not own the signs, but we maintain lights and upkeep. Appreciation was expressed for the Auldridges who maintain the North Entrance sign.
Weldon then took nominations for offices. All of the board agreed to step down if there was someone else interested in being on the board. Teresa Ravet inquired about the responsibilities of being Vice President and before she knew it, she was elected as Vice President.
Sheriff Alan Bridges came and spoke about Hays Country crime. We have very little—mostly it occurs at new home construction sites. National Night Out has been moved to October. He also spoke about improved vehicle traffic enforcement with new cheaper and more gas efficient vehicles including several motorcycles. He answered a question regarding using a center lane as an acceleration lane and Sheriff Bridges said that is not a problem. Also there was discussion about getting a traffic light at Trautwein. The Emergency Operation Center is now part of the sheriff’s office. Hays County has a link to get info on dangerous water crossing. The Sheriff also talked about the increasing number of scans and that debit cards have NO protection unlike credit cards.
Pam Robinson talked about the email crime line. Debbie Rothschild took emails of people wanting to be added to the email list.
Commissioner Karen Ford encouraged people to sign up for the Citizen Sheriff’s Academy. She said it was a great experience. Her department has 12 departments who oversee signs, potholes, and other kinds of infrastructure. They have a budget of 87 million dollars. 31% funds the jails and sheriff’s departments. 20% is used for roads. No explanation for the other 50%. She was asked about the new Centex development on Highway 290. Her office has little influence on that. After the meeting, Debbie contacted Colin Clark with SOS who responded with this information: Sadly, the Austin City Council voted last year to extend water lines to this project. It will - I think - comply with the SOS ordinance but they are packing in 200 houses on the property.
We (SOS) spoke out against it at the City Council, saying that without the water line, they could only build 90 houses with wells, at most. City staff had already cooked up a deal with the developers that the staff then sugar coated and got the Council Members to go along.
Jim Millard gave an update about the Headwaters at Barton Creek. Not much has been done during the past year.
Sandy Hale reported the welcome committee greeted people at 45 new homes. She also announced that SCLA had 17 new members at the meeting. She also announced the upcoming Easter Egg Hunt on March 24th and the Garage Sale on April 5th.
A woman who did not identify herself is collecting items to take to the Brooke Army Institute to help out wounded soldiers. She handed out cards to interested people.

SCLA Mtg March 5th

Corey came to talk to the board about the pending auto repair shop at the 290/Canyonwood intersection. Corey has been in touch with Jon Thompson, the Development Coordinator of Dripping Springs. Corey has also developed a petition and gathered signature. He has also opened discussion on email with many Sunset Canyon residents. Corey wanted interested parties to meet with owner/developer Ed Taddia. Ed wants only to meet with SCLA chair. Weldon has agreed to meet Ed. Deb proposed that the board agree that we take an official stand in expressing our concern about the development on Canyonwood. We would like communication with the developer on this matter. Corey will also submit an article to Holly to put in our newsletter.
